A value by which we may assess (e-)consultations.

1. Examples:
   1. I've got the required background information and document in advance
   2. held in the right place and time
   3. If the issues are fully declared in advance and all parties are prepared
   4. is validated by the powerbrokers at the start
   5. Availablity of and access to necessary information
